My understanfing is that it can and has happened but that it is rare because it takes a loooong cold spell. If you just have a week of cold weather you get the near shore ice like was seen.

I too have no idea what is normal for ice on the Great Lakes.
Last weekend I was quite impressed to find Lake Michigan iced out about 50 yds. Beyond that was another 100 yds of ice chunks and slush forming a moving mat of lumps. Shore diving didn't seem all that appealing to an inexperienced diver like myself. My girlfriend and I stood there watching for quite a while. It is quite mesmerizing.

I have heard of people going out Ice fishing on the shore Ice, then the wind shifts, the Ice breaks off and they are off on a ride! A real bummer if they drove out!!!

Despite the incantations and ritual sacrifices performed, a small group of us met defeat this past weekend up on Superior...it's still frozen out. 50-60 yards out from shore remains ice packed however evidence is showing that a few warm days and some wave action will likely break things up. The Madeira remains pretty much covered over.
Gooseberry Falls once again provided a nice day hike as a consolation prize for not being able to dive.
