the only people that train with a tank forcibly turned off by someone else are navy seals (as far as i know), someone with under 20 dives are going to have the first instinct to surface if they can't breathe.(as a side note, i think the discovery channel did a show on navy seal training where there was scuba wrestling)

on the surface i know under intense aerobic workload i have about 15 seconds of breath holding time max, i'd assume this person being a new diver would have a horrible breathing rate, so it wouldn't take long.

also a partially closed tank at the surface will seem ok, but won't deliver enough air past 20 feet, so it could have been a problem before she had a problem... although if she was at 100' the tank was most likely open, and then closed.
