Now you have me really confused.

This is my understanding. The divers tanks doesn't need to be Oxygen clean if using EAN 40 or below. What I think you are saying is, as long as the divers tank is being filled from a premix this is true, but if the blender is actually mixing the nitrox the divers tank, it would have to be oxygen clean?

Is this what you are saying?
