I had two steel 72's that had the coating inside. I took the tanks in to the LDS and had no problems getting the hydro'd. Most of the time the problem is if you want to use them for doing PP fills. The coating inside can be defective without really being able to see it even during a visual. If it is cracked or somehow no long adhearing to the tank walls rust or corosion can be present and not be able to be seen. If useing the tanks for just air there isn't as much of an issue as long as it's not coming loose. I looked into removing the liner and from what I found it's next to impossible to get it all removed. The best bet is to use the tank for air if the liner is in good condition. If it isn't they make good wind chimes.
